CONSERVATIVE GROUP

 

MADEIRA DRIVE

 

 

This Council resolves to :

(1)  Request officers produce a briefing document for consideration by an Urgency Sub-Committee of the Environment, Transport & Sustainability Committee to partially reopen Madeira Drive to traffic under a Temporary Traffic Regulation Order broadly in line with the proposal outlined in the supporting information.

 

(2)   Request that the Urgency Sub-Committee referred to in point (1) be convened by the 31st July 2020.

 

(3)   Requests the Environment, Transport & Sustainability Committee to ensure that, at such point when legislation no longer supports the closure of Madeira Drive in respect to emergency measures under the Temporary TRO associated with Covid-19, Madeira Drive be fully reopened and restored to its previous use following which the council can engage in full public consultation (including with stakeholders who hold events on Madeira Drive) to determine any future potential changes.

Supporting information:

 

That the temporary proposal for Madeira Drive under emergency legislation relating to Covid-19 broadly reflects the following subject to detailed proposals by highways officers.

 

  1. Open the northern side of the carriageway to traffic operating a one-way system from the Aquarium roundabout to Duke’s Mound and reinstate parking for blue badge holders, vehicles, motorcycles and coaches and loading and unloading.
  2. Separate the northern and southern carriage ways with physical separation.
  3. Suspend parking on the southern side of the carriageway and repurpose for a two-way cycle lane.
  4. Dedicate the footpaths/promenade on both sides for pedestrian use only.

 

Proposals similar to these were contained in agenda item 12 “Interim Covid-19 Response Local Cycling and Walking Infrastructure Plan (LCWIP)” dated 23rd June 2020, option 2 page 96 and as illustrated on page 120 of the report.
